In this piece I consider this new technique of what liberal theorists might call “righting wrongs” and what others might call simply managing the colony or fomenting empire by another means.  Empire – the extension of jurisdiction of people of sovereignty into the territories waters, jusrisdictions and cultures of others is backed up by force by other means. And with that - property, principalities and the long march towards or away from freedom. Here I trace out 21st Century techniques that are used to govern, to extract resources in order to ensure the public good when one can no longer herd, beat, maim or kill without “reasonable cause” and presumably for the safety of the public and the good of the economy.
